Insect with Spikes I

Thousands of these insects were on the beach on June 26, 2019. Most were alive, but by the next day they were all dead. Some were even in the town. I was not able to determine the species, but they all had the crest with spikes on the head, red legs, and wings that had a black patch on top. They did not bite, and actually would crawl on my arm. Approximately 2 inches long.
